    A CMR is required to carry goods by road internationally and must be completed by the time of loading the shipment so that it can travel with the load. It can be completed by either the haulier or the shipper.

    A CMR must contain all the details of the load. This includes, but is not limited to:

    • The shipper’s address.
    • The destination address.
    • The carrier (hauliers) details, including vehicle registration.
    • The quantity and weight.
    • The description of goods.
    • The countries involved in the route.

    Road freight transport is moving goods between 2 places using a road vehicle. The loading and unloading points can be within the same country or not. If the goods are not within the same county, then the vehicle will need a CMR to accompany it. They may also need a customs declaration to export the goods in the first country and import in the second.

    Movement of the vehicle on a ferry would still be a road freight movement. Check with your haulier for their terms and conditions on ferry-transported road freight.

    Road freight charges are calculated using the running costs of the vehicle per mile, the driver’s wages and overheads. Shorter journeys attract a higher price per mile due to the load and unloading times being a consistent element. A shorter journey may also mean the driver cannot do another job within their working hours. In this case, their wages will need to come from the one job.

    If the vehicle is an owner driver, where there is no operator involved, the costs will be lower. This is because there are no office staff or premises to pay for. The driver will still account for running costs of the vehicle, as well as their wages and licence requirements.

    The Goods Vehicle Movement Service (GVMS) is a system that facilitates customs clearances for goods moving between Europe and the United Kingdom by road.

    The GVMS system requires your haulier to upload the commercial and customs documents to generate a Goods Movement Record (GMR). On arrival at the ferry, your goods vehicle presents this GMR to the operator. The GMR status is then updated, causing both the export and import customs clearances to be processed during the ferry crossing.

    Since Brexit, all shipments that move between the EU and the UK require customs clearance. Import road movements were not strictly monitored in the UK during 2021, which allowed trade to continue without restriction whilst UK importers adjusted to Brexit.

    However, since January 2022, all EU road movements have required customs clearances to be completed prior to embarking on the ferry, using the Goods Vehicle Movement Service. This means that your goods cannot enter or leave the UK by road without clearing customs first.
